Good
It’s not that Ludwig Borga is “good”, inasmuch as he had potential to be good as an idea. Having him genuinely hate America (and be a shockingly decent promo whilst doing it), allowed them to not only use the smoldering embers of the Cold War but give it a non-cartoony edge while still being a cartoon character. Him being Finnish allowed him to be hated without it feeling kind of xenophobic.
He was a dick. One elected to the Finnish Parliament as part of a nationalist party, and whose promos against the United States were oddly among the best in the relatively specific history of the “America Sucks” promo genre.
Too bad he was cutting them against Lex Luger.
Though, to be fair…
